Alex was hired as general counsel for the District in 2026. He is a partner at Peltzer Richardson & Koontz Law Corporation out of Visalia. Jim focuses on municipal and special district law, with an emphasis on water and other environmental law and policy. He was raised in the central valley and enjoys various outdoor activities. Jim is grateful for the opportunity to serve as general counsel for the District and support them in their mission to enhance the physical and mental health of all residents of the District.
